Resolution 3: Standardizing Organizational Procedures for WAFP Policy Development, Resolution Archiving

WHEREAS, this resolution is submitted to afford the House of Delegates of the Washington Academy of Family Physicians the opportunity to determine how resolutions and organizational policy are delineated and acted upon going forward, and

WHEREAS, resolutions are not by default organizational policy, and therefore adopted resolutions do not automatically become WAFP policy, and

WHEREAS, resolutions do have the power to affect organizational policy but only when so indicated in one or more of the resolved clauses, and

WHEREAS, the process by which organizational policy is created, vetted, and approved has been handled on an ad hoc basis but should be standardized, and

WHEREAS, since 1980, the House of Delegates of the Washington Academy of Family Physicians has adopted or referred 453 resolutions, and

WHEREAS, even with the referral and subsequent Board action on the 2023 resolution, “Sunset Resolutions Which Have Been Completed,” there remains more than 340 resolutions which technically remain active, and

WHEREAS, a very small number of these resolutions affect the operations of WAFP in 2024, and

WHEREAS, historically, resolutions have been acted on within a year of their adoption unless the resolutions state otherwise, meaning the work on virtually all resolutions more than a decade ago has been completed or is presumed to have been completed, and

WHEREAS, this resolution proposes using the term “archive” to describe resolutions older than 10 years, meaning they are available for reference but do not currently guide WAFP policy, and

WHEREAS, resolutions adopted within the past 10 years whose work has been demonstrably completed are also eligible to be archived, and

WHEREAS, a process to archive resolutions should also be instituted, now, therefore, be it

RESOLVED, beginning in 2025 and continuing thereafter, the Rules and Regulation of the House of Delegates of the Washington Academy of Family Physicians shall state that all resolved clauses are assumed to be directives to take action unless there is an explicit call to enact, modify, or rescind a WAFP policy, and be it further

RESOLVED, resolutions calling for changes to the policies of the Washington Academy of Family Physicians shall be assigned to the WAFP Board of Directors for implementation, and be it further

RESOLVED, policy developed by the Board of Directors of the Washington Academy of Family Physicians will be brought in a board policy report for review by the House of Delegates at the next meeting of the House of Delegates, similar to the process for the Congress of Delegates of the American Academy of Family Physicians, and be it further

RESOLVED, in the absence of developed policy, the Washington Academy of Family Physicians will reference and rely on the current policies of the American Academy of Family Physicians unless there is a clear conflict, and be it further

RESOLVED, that resolutions adopted more than 10 years before the most recent House of Delegates of the Washington Academy of Family Physicians, or resolutions whose work has been demonstrably completed, shall be archived.
